Mr. Rajamani said the SPV had been christened as Tiruchi Smart City Limited. It was registered under the Registrar of Companies under the Companies Act 1956.

Chairman and Managing Director of Tamil Nadu Urban Finance Infrastructure Development Corporation has been named Chairman of Tiruchi Smart City Limited.

Commissioner of Tiruchi Corporation N. Ravichandran would be the Managing Director cum Chief Executive Officer.

The first meeting of the company would take place in Chennai on Friday.

Mr. Ravichandran said six components of the project would come up for discussion at the board meeting. Redevelopment of Gandhi Market, modernisation of Chathiram Bus Stand, formation of smart path and roads, construction of multilevel parking were among them.

Nearly five months after the Union Ministry of Housing and Urban Affairs chose Tiruchi for implementing the Smart City programme, Tiruchi City Corporation (TCC) is on the verge of floating a Special Purpose Vehicle (SPV) to execute the project.

The Corporation has applied for registering the SPV under the Registrar of Companies under the Companies Act 1956. All documents pertaining to the formation of SPV have been sent to the Registrar of Companies in Chennai. An auditor has been appointed to oversee the registration works.

N. Ravichandran, Special Officer-cum-Commissioner, Tiruchi Corporation, told The Hindu that all mandatory procedure for registering the SPV had been completed. The registration details were expected within a week and the SPV would become active from the date of registration.

He said the Chairman and Managing Director of Tamil Nadu Urban Finance Infrastructure Development Corporation (TIFIDCO) would be the Chairman of the Tiruchi Smart City Project. The Commissioner of Tiruchi Corporation would be the Managing Director and there would be a Chief Executive Officer.

The SPV would take full responsibility of implementing the Smart City proposals. It would plan, appraise, approve, operate and monitor the development projects.

Different concept

On delay over the launching the project, he said the concept was totally different from the functions of civic administrations. Officials had taken part in several meetings on smart city proposals.

Moreover, Tiruchi City Corporation was included only in the third year since the scheme was launched. However, it had almost completed the formation of SPV formalities.

Mr. Ravichandran said an Expression of Interest was soon to be called to finalise a consultant for drawing a Detailed Project Report (DPR) for area-based development component.

Areas in and around Rockfort, Thillai Nagar, Gandhi Market and Woraiyur had been identified for development.


Besides solving all existing issues, the proposal would have smart solutions to vehicle parking, underground drainage, roads, overhead electric cables and others.

The officials and members of SPV would take a final call on the DPR. Based on clearance, a tender would be floated for implementing the area-based development component.

Mr. Ravichandran added that the Smart City project would be implemented in a phased manner within five years. Out of Rs. 1,000 crore, the share of the Centre and State governments would be Rs. 500 crore each.

‘Explore chances in Smart City project’

Small and medium enterprises (SMEs) have an important role to play in implementing Smart City project and they should leverage technology to make a significant contribution, said speakers at a discussion on the project here on Wednesday.

The meeting was organised by Tamil Nadu Small and Tiny Industries Association (TANSTIA)- FNF Service Centre, Friedrich Naumann Stiftung Foundation and the Tiruchi District Tiny and Small Scale Industries Association (TIDITSSIA) to provide an overview of the project and the role of SMEs.

Simon Thomas, Local Director, Strategic Consulting, Jones Lang LaSalle Property Consultants (India) Pvt.Ltd., the consultant who prepared the Smart City proposal for the Tiruchi Corporation in 2015 and 2016, said SMEs would have an important role to play as the project reaches the implementation stage though their scope was not quite visible now. “However, SMEs have to focus on technology-based solutions and innovations.” He suggested that the small industries association have an interaction with the corporation officials to brief them on their technical capability and explore the opportunities for them in the project.

Mr.Thomas said that Tiruchi has opted for retrofitting of the Rockfort area covering an area of about seven square km around the landmark.

This would cover Thillai Nagar, Woraiyur, Gandhi Market, Thennur, Chathram Bus Stand and Amma Mandapam areas. Besides, components for pan city development was planned. The project sought to implement smart solutions to improve living and working conditions in the selected cities, he said.

C.Babu, Chairman, TANSTIA-FNF Service Centre and President, TANSTIA, said similar meetings were organised in other cities to help small and medium industries to explore opportunities.

Ashok Sundaresan, president, BHEL Small Scale Industries Association, said there was a need for small scale units to diversify and they can explore the scope offered by the Smart City project.

Later, Vivek Sridhar, CEO, Shiroi Energy, made a presentation on the ‘Energy management solutions in smart cities.’

N.Kanagasabapathy, president, and S.Punniyamurthy, secretary, TIDITSSIA, spoke.

Smart city project yet to see light of the day

Three months have passed since Trichy city was selected for funding under Smart City project but there appear to be no sign of the project seeing light of the day. The major areas pertaining to smart cities include Sanitation, waste management, quality of life and affordable housing for the city residents.

No steps have been taken so far to form special purpose vehicles essential for the execution of the project. The SPV should be registered as a company under the Company's act. It will have commissionerate of municipal administration (CMA) as its chairman and corporation commissioner will be the managing director.

A full-time CEO will be appointed for the SPV and board of directors comprising nominees from state and central government will carry outthe work. Sources from the city corporation say that a consultant was appointed by the central government to assist the formation of SPV but the consultant went back over no interest shown by the city corporation in this regard. This has now brought the work to a standstill.

Meanwhile, a senior official told TOI over phone that the city corporation is awaiting a GO from the state government following which steps would be taken to form a special purpose vehicle (SPV). Saying that there would no further delay in executing the project, the official said that specialised teams would be formed to executing various components under the project after considering the Chennai, Coimbatore and other smart city models of other cities with the help of consultants.
Releasing list of 30 cities in the third and final list of cities in June this year, ministry for urban development declared Trichy one of the cities eligible for Rs 500 crore funding by the Union government for the next five years under the smart city project. The over Rs 1000 Crore project will have 50 percent of the funding from the state government.

While Trichy corporation has planned to execute the project with an estimated cost of Rs 1271.04 Crore, the majority spending is for area-based development covering core city area of Rockfort, Thillai Nagar, Gandhi Market and Woraiyur at a cost of Rs 1137 crore. Pan city area, which will provide a comfortable transport system for the citizens, will be executed at a cost of Rs 133.49 crore.

Tiruchi goes slow on Smart City proposal

The Tiruchi City Corporation is yet to firm up the smart city proposal.

Tiruchi was among 30 cities across the country selected for implementing smart city proposal in the third phase.

The Ministry of Urban Development (MoUD) had announced the third list in the third week of June.

However, the Tiruchi City Corporation is yet to finalise the proposal.

As per the guidelines issued by the Ministry, the selected cities should float a Special Purpose Vehicle for implementing the project from planning to execution. The SPV will plan, appraise, approve, release funds, operate and monitor the smart city proposal.

A Chief Executive Officer will have to be appointed for executing the projects.

Similarly, the State and Central governments will appoint nominees for the board.

Besides tapping the government funds and grants, the Special Purpose Vehicle will have powers to raise private equity and funds for the projects.

Depending upon the circumstances, the SPV can execute the projects with joint ventures, subsidiaries and public-private partnership.

Similarly, a limited company should be formed and it should be registered under the Company’s Act so as to prepare policy documents, preparing Detailed Project Reports and executive the projects.

However, informed sources said that though a few meetings had taken place to firm up the proposal, there was no progress made so far on it.

Senior officials visited Chennai on a few occasions recently to discuss with the Commissionerate of Municipal Administration officials so as to find out ways and means to firm up the proposals.

A senior official of the Tiruchi Corporation said that though it had received general guidelines from the Ministry of Housing and Urban Affairs for smart city proposals, it could not float SPV or finalise the proposals without the instruction from the State government.

Since the Smart City concept was a new concept, several doubts were bound to happen.

They had to be addressed at various levels in order to form standard procedures to implement the smart city proposals.

The official said that a seven sq km area in and around Rockfort temple would be the focus of area development plan of the smart city project in Tiruchi. Issues including traffic congestion, parking, open drainages, roads and others in and around Rockfort temple, Chathiram Bus Stand and Gandhi Market would have to be addressed. Intensive discussions were on to formalise the final proposal.

SPV to be set up soon for smart city project

The Tiruchi City Corporation has begun the process of forming a Special Purpose Vehicle (SPV) for executing the Smart City project.

As per the policy documents of Smart Cities Mission of the Ministry of Urban Development, it is mandatory to float a SPV for implementing the project from planning to execution. It will plan, appraise, approve, release funds, implement, manage, operate, monitor and evaluate the smart city development projects.

The SPV will have a full time Chief Executive Officer with the nominees of State and Central governments, and it has to be registered with the Companies Act. Besides using the government grants for infrastructure building, the SPV will have powers to raise private equity and funds for the projects. These could be executed through joint ventures, subsidiaries and public-private partnership.

It is learnt that senior officials of Tiruchi Corporation visited Chennai on Tuesday for a discussion with the senior officials of the Commissionerate of Municipal Administration to evolve the modalities for forming the Special Purpose Vehicle.

N. Ravichandran, Commissioner cum Special Officer, Tiruchi Corporation, told The Hindu that he had received a detailed instruction manual for forming SPV. Steps had been initiated to register the SPV under the Companies Act.

A senior IAS officer would be the Chairman of SPV. Tiruchi Corporation Commissioner would be the Managing Director. The Central Government would also nominate a person for it. Similarly, a number of persons, who were directly associated with the Corporation, would be made as members.

Mr. Ravichandran said a clear picture on formation of SPV would emerge within a two weeks. Formation of SPV would be completed within July. A seven sq km area in and around Rockfort temple would be the focus of area development plan of the Smart City project. It would address all issues including traffic congestion, parking, open drainages, roads and others. Chathiram Bus Stand and Gandhi Market would also be remodelled.

The Government had asked to re-modify the Smart City proposal with some changes. The re-modified plan would be submitted to the State government within 15 days.

Apart from being the most densely populated part of the city and its main commercial hub, the locality also houses the famous tourism landmarks such as the Rockfort, Our Lady of Lourdes Church and the Nathervali Dargah, attracting a substantial floating population.

The area development plan will cover about seven square kilometres around the Rockfort, which is the city’s main heritage and tourism hub. The Smart City project will give a big push for the city’s civic infrastructure,” N. Ravichandran, Special Officer-cum-Commissioner, Tiruchi Corporation, told The Hindu.

The area has been favoured by a majority of respondents in the online poll and public consultation exercise, he said.

The Corporation proposals envisages retrofitting the area covering the Rockfort, N.S.B. Road, Thillai Nagar, Gandhi Market, Thennur, Puthur, Woraiyur, and Amma Mandapam with various smart solutions in terms of transportation, tourism promotion, heritage protection, water supply, sanitation, and other civic amenities.

The plan envisages smart tourism initiatives around the Rockfort and along the Cauvery river, redevelopment of Gandhi Market as a well-organised retail market, establishment of multi-level parking, smart transportation services, underground cabling for electricity, improved solid waste and waste water management and tapping of solar energy for public utility.


Creation of infrastructure for non-motorised transport by way of walkways and bicycle tracks, establishment of multi-level parking lots, a heritage centre, modernisation of the Chathram satellite bus stand and creating avenues of entertainment along the Cauvery banks are among the key proposals.

The area-based development form the chunk of the plan envisaging a total investment of ₹1,137.55 crore. Pan city solutions envisaging improvements to e-governance initiatives, security, education, transport and supervisory and control systems on the anvil at an investment of ₹133.49 crore.

City residents welcomed the Centre’s announcement on the selection of Tiruchi with relief and joy on Friday. “At last, the city has been chosen for the Smart City project of the Central Government. We congratulate the Special Officer for taking special efforts.

We request him to convene a meeting of stakeholders to discuss the final plan for the smart city project. This becomes all the more necessary now in the absence of elected Council members,” said S.Pushpavanam, Secretary, Consumer Protection Council, Tamil Nadu.

Mr.Ravichandran said that the proposals could be fine tuned and changes done based on people’s requirements.

A special purpose vehicle would be formed to execute the project, he added.

Welcoming the announcement, M.Sekaran, president, Federation of Consumer and Service Organisations, expressed relief that the city has finally got its due after being neglected for major development projects in recent years.

“The city should make full use of the project,” he said.

“We welcome the inclusion of the city and move to modernise the Chathram bus stand. At the same time, Corporation officials should explore the feasibility of getting a new integrated bus stand sanctioned for the city as part of the modernisation of transportation system under the project,” said H. Ghouse Baig, a civic and consumer activist.

ஸ்மார்ட் சிட்டி ஆகவிருக்கும் நகரங்களின் பட்டியலை மத்திய அரசு இன்று வெளியிட்டுள்ளது.




மத்திய பா.ஜ.க அரசு, 'நாடு முழுவதும் ஸ்மார்ட் சிட்டிகளை உருவாக்கும்' என்று தனது தேர்தல் வாக்குறுதியில் தெரிவித்திருந்தது. மத்திய நகர்ப்புற வளர்ச்சித்துறை அமைச்சர் வெங்கைய நாயுடு, ஸ்மார்ட் சிட்டிகளுக்கான புதிய பட்டியலை இன்று வெளியிட்டுள்ளார். தமிழகத்தில் நான்கு நகரங்கள் உட்பட நாடு முழுவதும் 30 நகரங்கள் தேர்வுசெய்யப்பட்டுள்ளன.

தமிழக நகரங்களான திருப்பூர், திருநெல்வேலி, தூத்துக்குடி, திருச்சிராப்பள்ளி ஆகிய நான்கு நகரங்கள், ஸ்மார்ட் சிட்டிகளின் பட்டியலில் உள்ளன. யூனியன் பிரதேசமான பாண்டிச்சேரி, திருவனந்தபுரம், பெங்களூரு, பாட்னா, ஸ்ரீநகர் , ஜம்மு, அலகாபாத் போன்ற நகரங்களும் தேர்வாகி உள்ளன.
