Ideas pour in for smart city project

Suggestions began to pour in after the Trichy Corporation sought public participation in framing a proposal for the smart city project. Links created on several social media platforms were abuzz with opinions and suggestions. An integrated bus stand, improved underground and storm water drainage system, better public transport system topped the list from the city residents.

Residents are already elated over the recent announcement by the ministry of urban development selecting Trichy as one of the 100 cities to be developed as smart cities.

Each city has to formulate its own unique vision, mission and a plan as part of the smart city challenge. Only 24 cities would be eligible for funding in the first year based on their proposals.

Nearly 34 suggestions were posted in six hours' time on Wednesday on the mygov.in website which was launched by the Prime Minister aimed at citizen participation in governance by rendering their suggestions and opinion.

Separate windows are being created for the cities selected under the smart city project facilitating citizens' post their opinion for consideration by the civic body.

Bus Rapid Transit System (BRTS), monorail, upgrading the city as a tourist destination, installation of solar panel in houses, intelligent street lights system were some of the many demands put forth by the residents.

"The trending of Trichy page in mygov.in was highlighted third till Wednesday evening," said Simon Selvaraj, associate director from Jones Lang Lasalle Consultant which has been entrusted with the responsibility of assisting the civic body in formulating Smart City Challenge Mission Proposal.

While the basic necessities are being focused by the general public, it is likely that more number of suggestions would be received in the coming days, he said.

Meanwhile, the city corporation has kept suggestion boxes on its premises to invite opinions from the public.

Expressing satisfaction on the developments so far in the smart city initiatives, city corporation commissioner M Vijayalakshmi said, "Suggestion boxes have been kept in the corporation main office facilitating visitors to drop in their suggestions in formulating Smart City Challenge Mission Proposal (SCCMP)."

The boxes would also be kept in the four zonal offices at Ariyamangalam, Ponmalai, Sriranagam and K Abishekapuram. Besides, suggestions would also be received online through social media platforms, she said.

Selvaraj said links have been created on social media platforms like Facebook, Twitter, LinkedIn and mygov.in website.

Official website of Tiruchi civic body linked with smart city website

A separate Facebook and Twitter accounts created to receive suggestions


The Ministry of Urban Development, which has embarked upon next stage of selecting 20 smart cities, for implementing the plan this year, has created a web portal for receiving suggestions from the stakeholders residing in respective cities.

The portal at https://mygov.in/ group-issue/smart-city/will feature all 100 smart cities shortlisted by the Centre. It has so far created links for Bhopal, Gwalior, and Chandigarh. The residents have started posting suggestions for these three cities. Chennai and Tiruchi, which are among 12 smart cities selected in Tamil Nadu, is set to get a link at the portal. The consultants, who have been appointed by the State government for Chennai and Tiruchirapalli City Corporation for preparing Smart City Challenge Proposal, are working with the officials concerned of Ministry of Urban Development to create the link. Once it is created, the stakeholders, including citizens, non-profit organisation, civil activists, educational institutions, officials, students, officials, residents’ welfare associations, and others can post their comments and suggestions on smart city proposals.

Besides highlighting the problems, they can provide valuable solutions to the issues so as to include in the Smart City Challenge Proposal, said Simon Selvaraj, Associate Director, Strategic Consulting, JLL, representative of one of the consultants for Tiruchi and Chennai City Corporations.

The meaningful and constructive solutions and suggestions will be incorporated in the India Smart Cities Challenge, which is a competition to inspire and support municipal officials to get Rs. 500 crore fund, besides Rs. 500 crore from the State government, from the Ministry of Urban Development for the current year itself.

Meanwhile, the official website of Tiruchirappalli City Corporation has been linked with the website of India Smart City Challenge administered by the Bloomberg Philanthropies, a U.S.-based foundation partnering with the Centre on smart city challenge mission. A separate Facebook and Twitter accounts had been created for receiving suggestions for Tiruchirapalli Smart City proposal. The posts and discussions would be closely monitored so as to get valuable inputs, he added.

Ideas pour in for smart city proposal for Trichy

Concerns about sanitation, drainage and waster management remained high at a meeting of civil society members called by the city authorities on Saturday to seek their ideas on the proposal for the smart city project in Trichy.

Opinion was sought from the civil society towards formulating a Smart City Challenge Mission Proposal (SCCMP) for the city in a meeting jointly organised by the city corporation and the private consultant hired for the purpose.

C Balasubramanian, president of the NGO District Exnora, drew attention to the plight of those living close to the Ariyamangalam composite yard, and pointed out that a proposal to relocate it has been pending for years. "The city generates over 450 tonnes of waste per day and there is a need to effectively manage this waste," he said.

"A central bus terminus too is a long-pending demand. The leakage of underground drainage channels which is affecting sanitation also has to be checked," said Balasubramanian. M Sekaran, president, Federation of Consumer and Service Organisation, lamented the lack of recreational venues in the city, which had only a few parks. He also pointed out the need for improvement in the transport system in the city. D V Murali from Confederation of Real Estate Developers' Associations of India (CREDAI) said CREDAI was ready to cooperate with the civic body on effective segregation of waste generated in the city as part of the smart city initiative. He wanted the corporation to consider concession in property tax for residents who install 1 KV solar power unit at home. He also suggested the introduction of battery-operated public transport system in the city.

Identification of satellites towns around the city would ensure that the population doesn't grow beyond the ideal limits of administration, said A R Vijay Kumar, director, Care School of Architecture. Jaishankar from the National Institute of Technology Trichy (NIT-T) urged the authorities to consider a proposal for an intelligent transport system they had submitted a few years ago. H Ubaidullah, honorary member of Trichy Inrascity Development Endeavor (Tides), urged the corporation to remove the obstructions in the procurement of land for the expansion of runway in the Trichy Airport, which has been delayed for several years. "Two more rounds of deliberations would be carried out with the civil society in the upcoming days before the proposal for the civil society is drafted," said Simon Selvaraj, associate director from Jones Lang Lasalle consultants, which is responsible for assisting the civic body in formulating the proposal for the smart city.

The last date for submitting the proposal is January 15, 2016, and the 20 cities which would get the funding in the first year would be announced based on the proposal.

"The minutes of the deliberations with the civil society members and suggestions obtained from general public would be published on the corporation website," said Selvaraj.
