Red Sky in talks with AAI for Trichy airport maintenance

The Indian arm of the Belfast (Northern Ireland)-based property maintenance and contracting service provider, Red Sky, is in negotiations with the Airports Authority of India (AAI) to secure the annual maintenance contract of Trichy airport in Tamil Nadu.

"We are in a negotiation bid for the annual airport maintenance work of the Trichy Airport with the Airports Authority of India," Red Sky Property Services Managing Director Christie Cherian told PTI here today. The company is hopeful of securing the contract in the next two months, Cherian said. Red Sky currently maintains around 1.5 million square metres of area across South India, he said.

New Tiruchi airport terminal yet to become functional :(

TIRUCHI: Over a month after its formal inauguration, the new terminal of the Tiruchi airport, built at an investment of Rs.80 crore, is yet to become functional much to the disappointment of the travel trade and passengers.

The state-of-the-art terminal was opened on February 21. The main hurdle, sources in the airport say, was a disagreement over the user charges to be collected from the airlines for the Common User Terminal Equipment (CUTE), a common network for all users that is to be introduced in 13 non-metro airports by the Airports Authority of India (AAI) in association with SITA.

Some of the airlines, including the national carrier Air India, feel that the user charges were too high. Except Sri Lankan Airlines, none of the other airlines operating from here have signed the agreement so far. A high level meeting between senior AAI and Air India officials were held recently at New Delhi to discuss the issue and a decision was expected soon, the sources said.

However, a section of the air operators say that several other issues also need to be resolved. The strength of the Central Industrial Security Force (CISF) has to be considerably augmented for three shift deployment, if the airport were to function round-the-clock.

Currently, no operation is allowed between 3 p.m. and 8 p.m. owing to the manpower constraint faced by the CISF. Even the existing CISF strength has come down as some of the men have been drafted for poll duty, it was pointed out.

But airport officials indicate that they are ready to begin operations at the new terminal with the existing CISF strength though with the existing restricted operational hours. A survey on the manpower requirement of the CISF has already been made.

Airlines say that they have been receiving complaints from passengers over the amenities at the existing terminal and want the AAI to make the new terminal operational at the earliest. Even the baggage conveyor belt at the existing terminal has been shifted to the new terminal, posing much difficulty, they complain.

Sources in the Air Operators Committee say that certain works and amenities such as electrical and data connection for Immigration, feeder belt connections from the departure check-in counter to the main conveyor belt and in-line baggage screening system were yet to be completed/provided at the new terminal.

But airport officials contend that these were minor issues that could be sorted out once the major problem over the CUTE is resolved. “Once the airlines sign the agreement, we will be ready to move into the new terminal within a week’s time,” the airport source said.

PPP planned for developing non-metro airports’ city-side

NEW DELHI: Infrastructure developers, interested in building city-side projects around a non-metro airport, may have to join hands with Airport Authority of India (AAI).

The government is considering to make it a pre-condition for a private developer, an official in the government said.

“The government is planning to invite bids for non-metro airport development projects soon. The civil aviation ministry is revising the terms and conditions (for bids) after that request for qualifications (RFQs) from interested parties will be invited. It has identified about a dozen small airports, including Amritsar and Udaipur in the first round,” the official, who didn’t wish to be named, said.

City side work include development of hotels, shopping complexes, entertainment facilities and convention centres around an airport.

The official said the modified document would enable AAI to hold equity in the special purpose vehicles (SPVs) created by private firms for building city-side infrastructure. As per the proposal AAI will have an option to get fixed income from the developer with an escalation clause.

“The presence of public sector AAI will address employees’ concerns,” he said. The city-side works for non-metro airports had earlier hit a roadblock with AAI employee unions opposing the move to allow private developers to undertake commercial operation and maintenance of terminal buildings. Officials of the aviation ministry and AAI had met on Monday to discuss the issue related to the city-side development of non-metro airports by private firms.

The aviation ministry plans to upgrade 35 non-metro airports including various state capitals with a total investment (both public and private) of about Rs 40,000 crore. While it targeted to complete the infrastructural works at 24 airports by 2009 the remaining airports had a deadline of March, 2010.

Airside works at nine small airports such as Trichy, Trivendrum, Udaipur, Ahmedabad and Jaipur have been completed but their city side development is yet to begin, the official said. Airside works include terminal building, runway, taxiway and related infrastructure. “We are expecting that airside works at three more airports would be completed in a month or two,” he said.
