New mechanism to reduce delay in issue of passport

The Tiruchi Police has put in place a new mechanism for speedy collection of police verification forms of passport applicants of the city from the Passport Office to reduce delay in issue of passports.

Under the new system that came into effect early this month, a police constable is deputed to the Passport Seva Kendra (PSK) on Mondays, Wednesdays and Fridays to collect the police verification forms along with documents in respect of the passport applicants of the city.

Upon collecting the printed documents kept police station wise from the PSK, the constable would deliver them to the respective station immediately.

Uploaded online

Depending on the number of police verification reports (PVR) every day, one or more constables at the Commissioner’s office would be engaged to upload it on the online system to enable applicants ascertain the PVR status.

The constables would also hand over the verification reports already completed.

The Assistant Commissioner of Police, City Crime Records Bureau has been designated as the nodal officer to monitor timely and speedy receipt of PVRs from the respective police stations prior to sending them to the Passport Office, say police sources.

Old method

In the earlier system, the Passport Office would send the complete list pertaining to PVRs at periodic intervals to the Commissioner’s office by post.

Constables from the respective stations would collect them once a week.

The new mechanism put in place in consultation with the State Police headquarters is aimed at simplifying the verification process and reducing time delay in issuance of passport.

Instructions had been given to the Inspectors to conduct the verification and send the PVRs at the earliest, say the sources.

Pendency reduced

The pendency in PVRs had reduced substantially with the City Police now having forms from October 15.

The Constable deputed for the task would also hand over report containing any adverse remarks of applicants by the police to the Passport Office.

The Commissionerate has under its jurisdiction 14 police stations, of them 12 are manned by inspectors.

The new mechanism has been circulated to all Inspectors and Assistant Commissioners of Police.

Trichy farmers shift gear to horticulture

More and more farmers in the district are shifting to horticulture crops such as muskmelon, onion, mango, turmeric and an assortment of high-priced flowers as they are short-term crops which requires less water.

In addition to this, unlike the long-term traditional crops like paddy, banana and sugarcane these horticulture crops are favoured by farmers as the southeast monsoon didn't bring enough rains. However, the only relief is that the state government has declared 100% subsidy for drip irrigation in favour of small and medium farmers whose land holding does not exceed five acres.

On the top of the horticulture list is the tuberose (sammangi), which is being cultivated in Thuraiyur as a pilot project. Others in the category are jasmine (malligai), jasminum auriculatum (mullai) jasminum grandiflorum (jaathipoo). These flowers are mostly preferred for the higher price it fetches in the market during peak season.

In order to encourage these farmers, the state government gives 50% subsidy for making shade net as tuberose cultivation needs to be protected from the vagaries of nature such extreme hot or cold climate during offseason. The ideal period for cultivation of tube rose is from November to February. The flowers mature within six months from the day of planting the seed, and for the next five years the farmer stands to harvest the yield every three days.

Tube rose sells from Rs 20 to Rs 200 a kilo on an average. "Interestingly, while the agricultural department is providing subsidies, farmers are asked to buy the rhizome shoots (the seed material) from Bangalore these days. Moreover, the agricultural department informs the farmers about the whereabouts of the availability," said R Krishnamurthy, assistant director of horticulture, Mannachanallur.

Tube rose is cultivated over 125 acres of land in Trichy district, particularly in Thuraiyur region. Farmers buy the seeds from fellow farmers , once the seeds come from Bangalore. "The agricultural department would step in if a large area is brought under the cultivation of tube rose, and at present there is no problem to avail the seed material," Krishnamurthy explained. Tube rose can cost even more than Rs 300 during marriage season, and considering the higher yield with less water, it is a good crop to cultivate, he added.

Meanwhile, muskmelon, a high-priced crop, is tried over six acres of land by two farmers in Thuraiyur block. Fifty gram of this seed can costs up to Rs 3150. The muskmelon seeds mostly come from Taiwan and are purchased in the Pune market.

It would cost a total of Rs 63,000 to cultivate muskmelon over an acre of land, and if everything goes well, the fully grown crop would fetch around Rs 5.20 lakh in the Pune market, said S Prabhakaran one of the two farmers involved in the venture.

Civic body to crack the whip on those urinating in open places

The Tiruchirapalli City Corporation will strictly enforce the ban on urinating in open places inside the Central Bus Stand and impose penalties on those violating the rule, Corporation Commissioner V.P. Thandapani said.

In February 2012, the then Commissioner K. Veera Raghava Rao had announced that the Corporation will impose a penalty of Rs.100 on persons found urinating in open places inside the bus stand. However, the ban was hardly enforced after his transfer. In a press release issued after an inspection of the bus stand along with Mayor A. Jaya here on Wednesday, Mr. Thandapani said the penalty would be imposed on violators and receipts issued on the spot. However, he did not specify the fine amount. Six public toilets, including three pay and use ones, are available at the bus stand.

The Corporation, he said, would provide additional urinals at important places across the city to prevent people urinating on the roadsides. Ms. Jaya inspected the site for the establishment of a ‘Namma Toilet,’ sanctioned at a cost of Rs.13.50 lakh, and the construction of a watchtower at the Central Bus Stand. She instructed officials to provide information about places of tourist interest at the watchtower.

21 accident-prone zones identified

In a city that has witnessed a spurt in vehicular density over the recent past , the police have identified 21 spots as “accident-prone.” The spots include Karumandapam Road, K.K. Nagar to New Madurai Bypass, Chennai Bypass-‘Y’ Road Junction, Chennai Bypass, Prabhat Junction to Marakkadai, Tiruvanaikoil Trunk Road, Ponmalai ‘G’ Corner and Anna statue to Cauvery bridge.

Police sources said spots with at least four fatal accidents are classified as accident-prone.

The stretch from zonal point to check post – 1 along the Tiruchi-Dindigul Road tops the list of fatal accidents reported till October this year, with eight fatalities.

Fatal cases were also reported in the stretches from check post – 1 to Ramji Nagar, Mannarpuram – New Madurai Bypass, Jail Corner – Airport, Palpannai –SIT, Anna statue to Cauvery Bridge and Vayalur Road.

Of the 107 fatal accidents reported up to October this year, 17 happened between noon and 2 p.m.; 12 accidents between 2 p.m. and 4 p.m. and 14 between 8 p.m. and 10 p.m., according to Road Accident Data Management System of the City Police.

Accidents down

Police sources say the number of fatal cases (107) and casualty figures (113) this year are less when compared with 2012 figures that stood at 147 and 150 respectively.

Caution lights have been installed at five junctions.
Following recurring accidents near Eraniyamman Temple along the Chennai Bypass, barricades have been placed in a zigzag manner to reduce the speed of vehicles. No accident has been reported at the spot for one-and-a-half months now after the barricades were installed, say the police. Road safety campaigns involving students and traffic police have had a positive effect on motorists.

Special parties to swoop down on poachers in Tiruchi circle

Amid sporadic incidents of poaching of birds, the Forest Department has stepped up vigil in Tiruchi circle.

Special parties comprising field-level officials have been constituted in the circle that encompasses Tiruchi, Perambalur, Ariyalur, Pudukottai, Thanjavur, Tiruvarur, and Nagapattinam forest divisions.

The move comes in the wake of a directive from the Conservator of Forests, Tiruchi circle.

Each team to be headed either by a forest ranger or forester consists of two forest guards and one forest watcher.

The parties would be deployed on rotation.

Instructions have been issued to the District Forest Officer (DFO) of the respective forest divisions to provide necessary logistic support to the teams and enable the members to be on the move in the peripheral and outer areas of bird sanctuaries and reserve forests, besides at forest check-posts, bus stands, railway stations, and toll gates.

Forest Department officials told The Hindu that the DFOs have been asked to submit periodic reports to the Conservator of Forests.

The directive from the Forest Department coincides with the seasonal migration of birds from different parts of the globe to the bird sanctuaries in Tiruchi circle.

The bird sanctuaries in Tiruchi circle are situated at Vaduvur and Udayamarthandapuram in Tiruvarur district; Point Calimere in Nagapattinam; and Karaivetti in Ariyalur district.

Migratory birds have also been spotted in the scenic Pachamalai in Tiruchi district.

The officials said the department had been receiving complaints from non-governmental organisations on poaching and threat to wildlife in the outer areas. The focus is more on birds and deers, a senior official said adding that poaching is rarely reported in protected areas such as sanctuaries and reserve forests.

Birds that visit agricultural fields to feed on pests become the target of poachers.

In a recent incident, two persons were arrested for killing a couple of peahens in Perambalur district.

A retired Deputy Superintendent of Police and an ex-serviceman were arrested on the charge of poaching 11 peafowls in Tiruchi district in December last year.

Trichy reels under monsoon fury

TRICHY: Heavy rains lashed across the city and along the coastal districts on Saturday as the depression formed in the Bay of Bengal intensified. Several low-lying areas in the delta districts and even in Trichy were inundated in the rain.

The downpour began at eight in the morning and continued without a break for over 12 hours. The schools in the city closed mid-day afternoon. Schools and colleges in the coastal districts were shut on Saturday as the government, expecting the cyclone to hit the coast, had declared a holiday.

Normal life in the city was hit with most of the important roads getting flooded. Except for minor accidents like vehicles skidding the day was incident-free in the city despite the downpour. People had to wade through knee-deep water on Pudukkottai Road, KK Nagar, Collectorate Office Road and the Central Bus Stand.

Panchayat presidents, secretaries trained in computer operations

Presidents and secretaries of all the 404 village panchayats will be trained in basic computer operations and maintenance of village accounts. About 257 of them are undergoing a five-day training commencing this week with 226 panchayat chiefs and secretaries being trained at M.A.M.College of Engineering while 31 are being trained at ELCOT’s training centre at the Collector’s office.

The training organised by the State Institute of Rural Development and the district administration comes in the wake of supply of computers to the village panchayats and many of them have got broadband connections too. But not many presidents and secretaries are able to operate the computers.

The training will seek to overcome this lacuna and ensure that the village chiefs and secretaries were computer literate to handle basic operations and maintenance of accounts.

Collector Jayashree Muralihdaran, who inaugurated the training for panchayat presidents and secretaries from Andhanallur, Manikandam, Tiruverumbur, Manapparai, Marungapuri, and Vaiyampatti unions at the ELCOT centre earlier this week, urged the panchayat chiefs and secretaries to open e-mail accounts so that they could get access to government circulars and notifications easily.

The training component includes basics operation of computers, an overview of hardware and software, applications of various software, and Internet.

The panchayat chiefs and secretaries were also trained in panchayati raj institutions accounting software (PRIASoft) provided by the Union government to computerise the accounts of the three-tier panchayat bodies.

Using the software, panchayats, panchayat unions, and district panchayats are required to file their accounts and vouchers online to facilitate better financial management and ensure transparency in panchayat accounts.

The training is being conducted in batches and will be completed by the first week of January, said A. Lalitha, assistant director of panchayats.

The training is being held at M.A.M.College of Engineering for panchayat chiefs and secretaries from Lalgudi, Manachanallur and Pullampadi unions, Nehru Memorial College (for those from Musiri union), Kongunadu Engineering College (Thottiyam union), Imayam College of Engineering (Thathaiyengarpet union), and Jayaram College of Engineering (Thuraiyur and Uppilliyapuram unions).
