Semi-Ring Road works to be Re-started in Feb

The environmental clearance from the Union Ministry of Environment and Forest for the revised alignment of the unfinished by-pass road connecting Tiruchi-Madurai and Tiruchi-Karur national highways is expected by June, according to Collector K.Rajamani.

The section would form part of a semi-ring road that would come up connecting almost all major national highways around the city, but the project been dogged by delays due to various reasons.

The bypass road, which would run from Panchapur on NH45 via Thayanur to Jeeyapuram on NH 67, was halted midway in 2010 after the Madurai Bench of the Madras High Court, while hearing a petition from farmers’ organisations, struck down the National Highways Authority of India’s plan to lay the road across Kothamangalam, Kallikudi and Punganur tanks.

The project was taken up as part of widening of the NH 67 executed on Build Operate and Transfer (BOT) basis by NHAI. The project ran into controversy over its alignment and land acquisition issues in 2006-07. The farmers had complained that the road if built across the tanks would affect irrigation and their livelihood.

The court had subsequently directed the NHAI to lay the bypass road without affecting irrigation sources.

Seeking to expedite the construction of the semi-ring road, the Collector convened a review meeting with senior officials of the NHAI and Revenue Department here on Friday. P.Kumar, Member of Parliament, also attended the meeting.

Speaking at the meeting, Mr.Rajamani instructed the NHAI to expedite the construction of the by-pass stretch between Mathur on Tiruchi-Karaikudi NH and Panchapur on the Tiruchi-Madurai NH, which forms part of the other segment of the semi-ring road.

Although the by-pass stretch between Asoor on Tiruchi-Thanjavur NH and Mathur has been completed, the work between Mathur and Panchapur has been progressing on a slow pace.

Mr.Rajamani said the total length of the by-pass road on this stretch was 25.60 km and the road had been laid for distance of 14.60 km. Work on the remaining 11 km would begin in right earnest by February and completed by December, he said.

He also disclosed that land acquisition for the semi-ring road had been completed in 17 of the 20 villages in Tiruchi East, Tiruchi West and Srirangaam taluks. The NHAI had sought a fresh environmental clearance from the Union Ministry for the revised alignment.

Once the environmental clearance was obtained, the project should be executed at a rapid pace, Mr.Rajamani told the officials and said that he would review the progress of the works every month.

The National Highways Authority of India (NHAI) has sent a proposal to the State government, seeking takeover of the Tiruchi-Musiri-Namakkal Highway for widening it into four-lane road.

At present, the 70-km stretch is under the control of the National Highway of the Department of Highways of the State.

[COLOR=#4000BF ]The road — one of the busiest in the region — is prone to damage mainly due to the movement of trucks transporting sand from the Cauvery and the Coleroon. It is the main road connecting Bengaluru and Hosur from Tiruchi[/COLOR].

The road along the Cauvery banks is still a two-lane road and suffered extensive damage during the monsoon season. Road users say the uneven stretch makes the journey difficult for them. During his visit to the city in October last, Chief Minister Edappadi K.Palaniswami said the road would be turned into a four-lane highway.

Considering the importance of upgrading the road in view of the heavy volume of traffic and creating better connectivity between Tiruchi and Bengaluru, the NHAI sent the proposal to the State government. The government also agreed to the proposal in principle.

Also, the NHAI requested the officials concerned to make the transfer as quickly as possible, sources told The Hindu.

The sources added that the State government had already drafted a Detailed Project Report (DPR) for widening it as a four-lane road and the NHAI would adapt it with a few modifications, if necessary.

Chances were bright for laying the road under the Hybrid Annuity Model (HAM), a public-private partnership model. Otherwise, the NHAI would use its own funds for the project.

If the stretch was developed under HAM, the awarded company would take up the laying of the road along with the responsibility of maintaining it for the first four years.

The NHAI, which would have control of toll collection, would step in from the fifth year.

Project cost

Stating the cost of the project would be finalised once NHAI took control of the road, the sources said the estimated cost was between ₹13 crore and ₹14 crore for laying one km of the four-lane highway.

Construction of service road in Samayapuram

The construction of service road for a length of 1.590 Km near Samayapuram village in Padalur Trichy section of NH-45, along with drain, retaining wall, minor bridges and culverts has been approved in-principle for an amount of Rs.13.70 Cr. The work is expected to be taken up for execution in February 2018.

The 4 pipe culverts at km.308/531, km.308/931, km.309/190 & km.309/589 and 3 Minor Bridges at km.308/759, km.309/159 & km.309/468 in between Km 308.131 to Km 309.721 of NH-45 will be constructed along with the service road.

This information was given by Minister of State for Road Transport and Highways, Shipping and Chemical & Fertilizers Shri Mansukh L. Mandaviya in a written reply to a question in the Lok Sabha today.

1) Trichy to Chidambaram(Via Lalgudi, Ariyalur) NH 4-Laning ---Rs 4,000 Crores

2) Nagapattinam to Villupuram NH at a cost of Rs 6,000 Crores
