Constraint trips large-scale erection of solar power plant

Grid-connected solar power plants established at three locations in the district are holding promise for considerable savings on the power bill.

The plants have been established on BHEL premises and on the campuses of Bharathidasan University and the Indian Institute of Management - Tiruchi

While the payback period for the huge investments they have made is five years, the operational life of the solar plants will be a minimum of 25 years. The industry in the region is aware of the benefits accruing from generation of green energy, but they face space constraints.

For instance, the nearly 20,000 solar photo voltaic panels and allied electrical equipment have been mounted on an expanse of 25 acres in BHEL premises. The Rs. 30 crore project is estimated to save for BHEL Tiruchi Rs. 5.15 crore in energy bills through generation of approximately 7.5 million units of power per annum.

Likewise, for the 500 kilowatt plant in its main campus, the university had to utilise a five-acre area. The BHEL's Electronic Division at Bengaluru had established the units at both places.

The IIM Tiruchi has also utilised a large space in its new campus for installing the two MW solar power plant, with funding from Rural Electrification Corporation Limited. Incidentally, IIM Tiruchi is the first among IIMs to have a solar plant.

There have been instances of some educational institutions and industrial units doing a rethink about their plans for solar power production after learning about the land requirement, according to solar power equipment dealers here.

On an average, three to five acres are required for generating one MW solar power. In the case of Bharathidasan University, the land utilisation was much more for erection of a little over 1050 panels.

The BHEL had also erected roof top mounted solar power plants totalling 120 KW capacity in its premises, and also provided four 30 KW grid connected solar power plants in its campus schools.

And, 50 kWp solar power plants were installed atop the Institute for Entrepreneurship and Career Development (IECD) and the Bharathidasan University Technology Park (BUTP) building, in the Khajamalai campus.

The abundant land requirement is what prompts the educational institutions with free spaces that are enough only for use as playgrounds to confine their plans to much lesser generation of solar power by installing roof-top solar plants, the dealers say.

The BHEL as well as Bharathidasan University have also installed roof-mounted power plants for which, the dealers say, the enquiries remain steady.

Corpn officials get a digital boost to handle complaints

As part of the city corporation's digitisation drive, all junior engineers (JE) with the civic body have been provided with a tablet computer each to identify and address the complaints lodged by residents through various online and social media platforms.

The gadgets, each worth Rs 50,000, were procured at an estimated cost of Rs 10 lakh, were handed over to 20 JEs in the civic body on Friday with the gadget .

Since the civic body had managed to make close to 20,000 people download the Swachhata mobile application, it decided to provide the tablet to JEs for efficiently attending to the grievances lodged.

Besides the Swachhata application, other platforms provided by the civic body include the WhatsApp helpline 83001-13000 and Integrated Complaint Tracking System (ICTS). These facilities can help record as many as 90 types of complaints without visiting the officials and offices.

Corporation officials said that the gadget would be helpful for the officials to undertake field inspection and expedite the grievance redressal mechanism.

"We have managed to make 18,826 people download the Swachhata android application between January and December last year. The tablet can be used for official documentation and capacity building of the officials also," Corporation commissioner N Ravichandran told TOI.

With citizen feedback accounting for 35 per cent of the total 4,000 marks in Swachh Survekshan 2018, digital exposure for the officials was touted as the need of the hour to address public grievance.

All the 20 JEs across four zones of the civic body were subsequently provided hands-on training to make use of the portable gadget. The civic body has dedicated teams working to retain and improve its ranking in the pan-India cleanliness survey.
