Idol Wing IG’s special camp office comes up at Tiruchi

Move expected to expedite trial in 363 pending cases of theft and burglaries involving temple idols

A Special Camp Office of the Inspector General of Police, Idol Wing CID, has been formed at Tiruchi on the direction of the Madras High Court.

The Special Camp Office will function at the District Armed Reserve Ground here with officers and policemen drawn from various districts to augment the manpower to probe pending idol theft and burglary cases and expedite trial in courts.

Headed by IG Pon Manickavel, the Special Camp Office has been provided with seven additional superintendents of police and 10 deputy superintendents of police, besides 18 inspectors, 50 sub-inspectors and around 125 men, said Idol Wing sources.

One of the main objectives of forming the special camp office is to expedite trial in 363 cases relating to theft and burglary of temple idols which has been transferred to the Kumbakonam Additional Chief Judicial Magistrate Court in Thanjavur district on the direction of the High Court, said the sources.

The wing would also take necessary steps to prevent illegal export of antique idols stolen from temples in the State to foreign art galleries and evolve appropriate mechanism to safeguard the idols in around 36,000 temples coming under the control of the Hindu Religious and Charitable Endowments Department. Police sources said being in the central part of the State, Tiruchi would be a convenient location for the investigation teams and would suit the operational requirements.

Some of the accused allegedly involved in smuggling of antique idols including US-based antiquities dealer Subhash Chandra Kapoor and Deputy Superintendent of Police Khader Basha were lodged in the Tiruchi Central Prison.

The sources said the Special Camp Office would soon be provided with necessary basic infrastructure including computers to enable investigators to carry out their day-to-day work.

Consequent to the formation of the special office, an orientation was given to a set of police personnel who are now attached to the Idol Wing CID by Mr. Pon Manickavel here for two days.

The participating officers were told about the basic rules of investigation practice pertaining to theft and burglary of antique idols and dishonest retention of stolen property besides illegal export of idols, the sources said.

Some of the sensational cases being probed by the Idol Wing CID include the burglary of more than 20 idols from the temples in Sripuranthan and Suthamalli in Ariyalur district in which Subhash Chandra Kapoor, and a few others were arrested.

New software promises quicker, easier registration

People who want to register properties or marriages would soon be able to walk in at the appointed hour, rather than wait for long hours, at the offices of Registration Department to complete the formalities once a new web-based software is fully rolled out, probably by November end.

Project TeAm (Total e-governance based Administration and Management ) Star 2.0, the comprehensive web based software with various modules such as registration of properties and marriages, partnership firms, societies or chits, aims to make the registration process simpler and quicker for the people.

A software is already running at 152 Sub Registrar offices across the State on a pilot basis. In Tiruchi district, the pilot run is on at the offices of the sub-registrars at K. Sathanur, Srirangam and Manachanallur. Out of the 55 offices of sub-registrars in Tiruchi, Karur, Perambalur, Ariyalur and Pudukottai districts falling under the jurisdiction of Deputy Inspector General of Registration, Tiruchi, the pilot programme is on at 12 offices.

Explaining the salient features of the project at a briefing held at the K. Sathanur Sub-Registrar office, V.Nallasivan, DIG, Registration, Tiruchi, said the adoption of the new software by the department would usher in a transparent and expeditious system of registrations.

Under the system, a purchaser who wants to register a property, can apply online through the Department’s portal and provide the necessary details which would be pre-verified by the Sub-Registrar office concerned. Once the Sub Registrar verifies the details and finds them correct, a message would be sent to the purchaser after which he can generate an appointment on the desired date and time to present the document and get it registered without any hassle. If there were any defects in the details provided, the same will be communicated to the person concerned so that they were corrected before the document is brought for registration. This would help eliminate errors in the documents.

Once a document is registered, it would be scanned using automatic document feeders. “Once fully operational, we will be able to issue the registered documents the same day. Most people crowd the sub-registrar offices on auspicious days and have to wait for long hours. Through the online appointment system, they can visit the office at the fixed time and complete the registration formalities in a matter of few minutes. We can issue even up to 100 documents a day,” Mr. Nallasivan said. The system, when fully operational, would also prevent impersonation, he added.

Applications for certified copies of documents and encumbrance certificates can be made online. The required fee can also be paid online. Once the documents are ready, the applicant would be sent text messages to their mobile phones and they can appear in person to collect the document. Persons who wish to get soft copies of the documents with digital signatures would be sent the same by email. Applicants can also track the status of their applications online. The system also integrates the department’s database with that of the Revenue Departments. Hence, when a property is registered, the details would be sent to the revenue officials concerned and no separate application need to be filed for patta name transfer.

38 city roads to get new lease of life, yet many damaged roads given a miss

Trichy Corporation has finally paid heed to the demands of residents and sanctioned a sum of Rs 11.65 crores to refurbish and relay as many as 38 road work projects in the city.

This will be music to the ears of residents as already the arterial roads of the city are in bad shape as it braces for the year-end rains.
However, a few sections of the most damaged roads in the city were given a miss.

Corporation sources said that roads that are ravaged in recent rains and also new works to relay on the existing roads would be taken up ahead of monsoons in a phased manner. Of the total 38 works sanctioned by the civic body, about 40 per cent of the 65 wards in the corporation limits are expected to be covered.

Cantonment locality particularly the ward numbers 44, 45, and 46 have received a lion's share of the road works (both refurbishment and relaying) that includes vicinity like Raja Colony, Lawsons Road, Reynolds Road, Collectorate Road, Bharathidasan Road (AIR office to Head Post Office stretch and also MGR Roundabout to AIR office), Williams Road, and Rockins Road. Road paver finisher machinery is to be used in the road construction works.

Though the Anna Nagar link road along Uyyakondan Canal is riddled with numerous pot holes, it seems the crucial road of the city has not surfaced in the list of road works to be taken up by the civic body.

But the extension of the same road in front of Ukkirakaali Amman near temple Anna Nagar would be refurbished, corporation sources said.

Similarly, one of the most damaged roads near Central bus stand, VOC road stretch dotting hotels and gated communities witnessing huge volume of buses plying has not found its name in the Rs 11.65 crores project.

All the road works are likely to be completed before the onset of northeast monsoon.
