New bridge coming up across Coleroon

A new bridge would come up soon across the Coleroon near the Grand Anicut connecting Thiruvanaikovil Road and Grand Anicut Road benefiting residents of Tiruchi and Thanjavur districts.

The bridge, being built by the Projects wing of the Highways Department, would link Kilikoodu in Tiruchi district and Koviladi in Thanjavur district. The new bridge has been sanctioned at a cost of Rs. 67 crore and work on erection of piles for the structure on the river bed is under way. The bridge would run for a distance of about one kilometre and have 24 spans. The total width of the bridge would be 12.90 metres and the carriageway would be 10.50 metres wide.

According to sources in the Highways Department, 80 of the 180 piles for the bridge have been completed. The work, which commenced in December last year, is scheduled to be completed in 36 months. The project was announced by former Chief Minister Jayalalithaa during the Collector’s conference held in December 2013.

The Highways Department has widened and strengthened the left bank of the Cauvery that leads to the Grand Anicut from the city. The road has been widened to a width of 10.5 metres from 5.5 metres. The Grand Anicut can be reached from the city, off the Tiruchi-Chennai Bypass Road, within a few minutes as the distance is just about 12.5 km.

The project was executed last year under the Comprehensive Road Infrastructure Development Programme at an estimate of Rs. 39.50 crore.

Once the new bridge comes up, the road would provide a quicker and shorter access to places such as Kumbakonam from Tiruchi.

The department had also taken up strengthening and widening of Tiruverumbur-Kallanai Road at a cost of Rs. 2 crore.

The road would be strengthened for a stretch of about 4.6 km from Tiruverumbur to the point where it joins the Cauvery right bank. This again is an important road used by tourists visiting Kallanai via Tiruverumbur.

NAME OF MAIN WORK :

Reconstruction of ROB at Km 0/2 of MSP Camp Road near Trichirappalli Railway junction inlieu of existing old bridge No: 1136 at railway Km 340/4-5 in between Trichirappalli and Poonkudi Railway Stations.

SCHEME & AUTHORITY:
The work has been Administratively Sanctioned in G.O.Ms.No.(2D) 2 Highways and Minor Ports (HQ2) Department dated 02-02-2011 for Rs.74.00 Crores under Railway Works Programme for the year 2009-2010 and Technically Sanctioned vide CE(H), Projects, Chennai No.11/2012-13
dated 15.07.2013.

NAME OF SUB WORK:
Providing superstructure in railway adjacent span at Chennai side.

NECESSITY:
The first stage of ROB work is currently under progress by the Highways Department. The Railways Department had started their portion of work well in advance to that of the Highways portion and has completed their portion.

It was found that their ROB portion of 51.00 m span was shifted longitudinally by 6.00 m, which in turn has affected the adjacent spans to the Railway portion of ROB and the Madurai arm alignment.

Superstructure in railway adjacent span at Chennai side :
The adjacent spans have been redesigned and got proof checked at Designs and Investigation, Chennai, owing to difference in the span length from 18.00m to 24.00m.

According to the redesign, an estimate for the construction of railway adjacent spans of RP2-P37 and RP2 to P38 pertaining to Stage-I has been prepared.

In the revised design of RP2-P37 & RP2-P38, the items starting from earthwork excavation up to pier cap can be executed using the quantity from the originally sanctioned estimate vide CE(H),Projects, Chennai No.11/2012-13 dated 15.07.2013, but, the super structure items and steel are new
Signature of Contractor 14 items since the concrete & steel grades of the revised design differs from that in the original design
(i.e) the grade of concrete for prestressed girders continuing with end diaphragms & deck slab, pertain to M40 grade with Fe 415 in the original design, whereas, the grade of concrete for cast-insitu longitudinal girders continuing the end diaphragms & deck slab pertain to M35 grade with Fe 500
steel in the revised design.

Therefore, the following provisions for the superstructure in RP2-P37 & RP2-P38 are incorporated :
1. Pedestal (M35 Grade)
2. Elastomeric bearing
3. Longitudinal Girders (M35 Grade)
4. End diaphragm (M35 Grade)
5. Deck slab (M35 Grade)
6. Steel Fe500 Grade
7. Steel Fe240 Grade
8. Parapet (M40 Grade)

The Highways Department would soon draw up a proposal for a new rehabilitation plan for the Cauvery bridge in the city.

A team of experts from the Highways Research Station in Chennai, which inspected the bridge earlier this week, would submit its recommendations soon. The rehabilitation-cum-beautification project taken up last year, especially the construction of a new concrete parapet, had raised the hackles of conservationists and brought to fore safety concerns.

The Highways Department has taken up the project to spruce up the nearly four- decade-old structure. Over the years, parts of the bridge, especially its parapet and pedestrian pathway, have suffered damages.

The bridge, a vital link in the city between Chinthamani and Mambazhasalai, was built in 1976. It has 15 spans and runs for a length of about 550 metres.

Conservationists and engineers had contended that the construction of a solid brick wall in place of perforated concrete structure (with gaps) was not only an eyesore but a safety threat as well. The perforated structure was meant to allow wind or flood waters to pass through, they said.

Besides, the Cauvery bridge was a pride and a landmark in the city and its aesthetic value should be preserved, they had argued. Representations were sent to the district administration and Highways Department.

The Highways Department has since planned to rectify the shortcoming and restore the perforated structure.


Meanwhile, the experts who inspected the bridge and the parapet on a request from the Highways Department officials here also examined whether renovation needs to be taken up to prevent erosion around the piers.

“The team will give its recommendations within a couple of weeks and based on which a proposal will be drawn up to renovate the bridge,” a Highways Department official told The Hindu . The structure as such was stable and safe, the officials affirmed.

Cauvery Bridge to undergo renovation

The Cauvery Bridge is all set for yet another round of renovation in a month as a four-member team from Highways Research Station, Chennai analszed its condition on Thursday morning.

While minor cracks have been witnessed on two of its pillars, the bridge renovation will be carried out based on a report submitted by the team. State highways officials in Trichy said that work would start in a month.

Apart from analysing the quality of the retaining walls on either side of the bridge, the team also checked the stability of the walls and the pillars underneath.

"While the cracks have been there for several years, the expert team has been called for suggestions on carrying out the repair work," said a senior official from the highway department.

The bridge was strong enough to cater to the city for at least next two decades, said the official. The parapet walls will be replaced with new walls with gaps so that wind can pass through it.

"Earlier questions were raised on the stability of the retaining wall for having been raised with no proper foundation. After the wall developed cracks, the SH has now decided to replace it," he said.


The official said that the state highway department should consider the possibility of raising a new bridge replacing the existing one considering its age.

"This is the second renovation that the state highways department is going to carry out within a couple of years. While it reflects the poor condition of the bridge, a new bridge can be planned on the old British-era bridge along the existing bridge," he said.
